Tier A (High Income Countries): Participants affiliated with institutions in countries classified as High Income by the World Bank (GNI per capita > USD 14,005, FY2025) — including the USA, Canada, EU countries, UK, Switzerland, Norway, Australia, Japan, South Korea, Singapore, and Hong Kong.
Tier B (All Other Countries, including Brazil): All other countries. Self-declared at registration — no documentation required.

Expanding empirical legal studies across Latin America and the Global South

The Instituto CELS Latinoamérica Outreach Program is a structured initiative to develop research grant schemes and event-participation opportunities for scholars in Latin America and other underrepresented regions of the Global South.
For CELS Global Brazil 2026, the Program will award a limited number of Auditor Fellowships — full or partial fee waivers — to graduate researchers (MSc and PhD candidates) who demonstrate strong empirical research potential, with preference for scholars from Tier B institutions whose participation would not otherwise be financially feasible.
